Harbor offers two in-school programs in conjunction with the Toledo Public School system to benefit youth who experience severe emotional or behavioral issues.

The Fulton Achievement Center (FAC) works with children in grades K-6 and in a separate program, grades 7-12.

Both programs strive to provide a positive atmosphere in which students can make progress toward behavioral and educational goals. We encourage and support parental involvement in the treatment program, and with other services offered in the community.

The programs helps students develop the emotional resources necessary to cope with the inevitable stresses of school and daily life, and provides services for the family to help them deal most effectively with the student’s special needs.

Referrals and treatment coordination for students and families are provided as appropriate. Each student receives an individual treatment plan to specify how specific goals will be addressed by the program, student, and parent/guardian.

Ultimately, students are encouraged to return to a less restrictive setting when their behavior indicates they are likely to experience success in such a setting.

A comprehensive array of mental health services is provided by Harbor in conjunction with TPS including behavior management, counseling, summer program, prevention education, and crisis intervention.
