Theresa Butler, LPPC-S, LSW joined Harbor April 2014. Ms. Butler oversees all Clinical Services. She brings extensive experience in various capacities of administration, management, and direct care in the provision of community mental health and substance abuse services.

Ms. Butler was responsible for management and operation of a number of outpatient programs, including: Community Psychiatric Support Services, Psychiatric Assertive Community Treatment, Dual Recovery, integrated Dual Disorder Treatment, adult alcohol and other drug programming, Hospital/Transition Care Management, Partial Hospitalization, Mental Health Outreach/Linkage programming for homeless persons, and Mental Health assessment, coordination, and linkage within a correction facility. 

Ms. Butler obtained a Master of Arts in Art Therapy from Vermont College University of Norwich and went on to obtain a Master of Arts and Science in Public Administration and a Master of Education in Community Agency Counseling from the University of Toledo. 

Ms. Butler is Harbor’s Vice President of Clinical Services. Her passion and desire show through as she welcomes opportunities to plan, adapt, and improve new and existing services using creative and innovative strategies within changing environments. She sees projects through from the beginning visionary and marketing stage through funding, policy, certification, staff development, and program implementation. Theresa is an active part in ensuring Harbor provides quality services.
