Heather Birr joined Harbor as Vice President of Operations for CCHB in July of 2022. Heather has worked in the behavioral health field for over 20 years. Prior to working for CCHB, Heather was at Talbert house as a case manager. There she worked with populations with Co-occurring disorders of substance use and mental health disorders. Heather received her Master’s of Science in Mental Health Clinical Counseling and became a therapist and clinical supervisor with the National Youth Advocate Program.
With National Youth Advocate Program (NYAP) Heather spent many years focused on behavioral health and therapeutic program growth. Heather was integral in developing programing to serve the diverse needs of children who have multi system involvement. Heather represented the National Youth Advocate Program as Director of Health Information systems and Executive Director where she focused on the intersection between technology, data, clinical work, program growth and performance for therapeutic programs across a ten state portfolio. She furthered this work as Chief of Staff for NECCO where she worked to develop behavioral health program across their core service lines.
Heather is passionate about serving her communities closest to home, creating equal access and equal quality of care for diverse populations and normalizing mental health well-being for all. She has been integral in developing social justice committees and advocating for diversity, equity and inclusion throughout her career. Heather is dedicated to leadership development, coaching and mentoring emerging leaders and clinicians. She holds current licensure as an LPCC-S and is a trauma informed trained therapist. Heather is passionate about creating trauma informed systems of care and utilizing technology to enhance the behavioral health care service industry which ultimately measure the quality and outcomes of the services we provide.
