John Sheehan

John M. Sheehan currently serves as Chief Executive Officer for Harbor since August, 2013. Prior to joining Harbor he was a consultant for All Tier Health Care Consulting (2011-2013) working on health care integration projects for various organizations around the country.



Steve Benjamin
Senior Vice President, Clinical Services

Steve Benjamin, LISW-S, joined Harbor in August of 1987. Mr. Benjamin is the Senior Vice President of Clinical Services at Harbor and is responsible for over 350 staff that provides a wide continuum of needed behavioral health services, which include prevention, early intervention, treatment and residential services. His team of providers include: Psychologists, Social Workers, Counselors, Therapists, and Case Managers. 


janjua-ahmed Ahmed Janjua, MD
Senior Vice President, Medical Affairs

Ahmed Janjua, MD, joined Harbor Behavioral Health in January 2016 as the Senior Vice President of Medical Affairs. Dr. Janjua oversees all medical programs and services.  Additionally, he oversees the inpatient physicians working at all ProMedica inpatient psychiatric units as the Inpatient Services Administrator.



Gwen Jones 
Senior Vice President, Quality Improvement, Team Resources & Support Services

Gwen Jones joined Harbor, (then known as West Center) in 1988 as a clinical therapist. Ms. Jones epitomizes integrity, hard work, respect and compassion. Gwen started her career as a Social Worker at Prince Georges General Hospital located in Landover, Maryland. Gwen’s experience was rewarding in many ways, but her desire was to serve the vast majority of the underprivileged. 




Mindy Ward
Senior Vice President, Chief Finance Officer

Mindy Ward joined Harbor in January 2017 asSenior Vice President, Chief Finance Officer. Before joining Harbor, Mindy was with the Toledo Clinic as Director of Revenue Cycle for two years. Previous to her position at Toledo Clinic, Mindy worked for Mercy Health Partners for 27 years as VP of Finance and Divisional Controller. Mindy brings to Harbor an extensive knowledge of Financial Accounting and Budgeting for Non-profit organizations as well as Medical Billing expertise. Mindy oversees Harbor Accounting and Billing operations.

Mindy received her Bachelors of Business Administration and her MBA in Healthcare Finance Administration from the University of Toledo.



John Betts
Vice President, Harbor Wood County 

Mr. Betts joined Harbor in 2003 bringing over 40 years of extensive administrative, management and operational experience. At Harbor, Mr. Betts is the Vice President of Harbor Wood County where he is the administrator of Harbor Wood County and oversees a staff of 152 employees and a 24/7 residential facility, emergency services, AOD residential treatment and transitional residential services, along with outpatient therapy, case management, and med somatic services for both AOD and Mental Health. 



Theresa Butler
Vice President, Clincial Services

Theresa Butler, LPPC-S, LSW joined Harbor April 2014. Ms. Butler brings extensive experience in various capacities of administration, management, and direct care in the provision of community mental health and substance abuse services. 

As a Clinical Director for over 10 years, Ms. Butler developed several new programs to address treatment needs, and assumed responsibility to reorganize or revise struggling programs in a way that made programs viable, efficient, and effective.

Vice President, Team Resources 

Donna Jablonski joined Harbor Behavioral Health in March 2016, and is now the Vice President of Team Resources. Donna Is a long-time resident of the Toledo area and held an HR executive leadership position with Mercy/CHP Health System from 1997 through 2013. She relocated to become System Director of HR for Central Florida Health Alliance, a three hospital system in Leesburg, FL, in 2013.



Jean Drees
Executive Director, Marketing & Community Affairs

Jean M. Drees joined Harbor in 2008, bringing extensive knowledge in brand reputation management, sales, and community relations. Ms. Drees is currently the Executive Director of Marketing and Community Affairs, overseeing fundraising/event management, communications
and assists in legislative advocacy work. 



John Fortner
Executive Director, Facilities & Information Technology

John Fortner, MBA, joined Harbor as part of the Behavioral Connections merger in July 2014. John was hired into the Controller position at Behavioral Connections in 2008 and assumed the role of Director of Operations in 2010. He is now the Executive Director of Facilities and Information Technology for Harbor Behavioral Health.

Michele Laffin, MSN, is the Executive Director of Inpatient & Outpatient Nursing Services at Harbor Behavioral Health.

Valerie Moyer, Ph.D., is the Executive Director of Quality Improvement at Harbor Behavioral Health. Valerie joined Harbor as a part of the Behavioral Connections merger in July 2014, and was previously the Director of Compliance for Behavioral Connections.
