Chief Operations Officer
April Smucker joined Harbor in March 2026 as Chief Operating Officer, providing executive oversight of Facilities, HUD Property Management, Information Technology, and Human Resources.
Prior to joining Harbor, April served as Associate Vice President for Planning, Construction, and Campus Operations at Bowling Green State University, where she led campus master planning initiatives, provided executive oversight of capital improvements, campus operations, and advanced sustainability initiatives. She also served as Vice President of Construction for ProMedica Health System in Toledo, overseeing capital project planning, design, and construction across the health system while managing facilities operations at ProMedica’s downtown campus.
With more than 25 years of experience in the construction and facilities industry, April's career includes roles with engineering firms and general contractors, and leadership positions in healthcare organizations. Her experience includes leading capital improvements, facility operations, and maintenance programs for multi-state long-term care facilities.
