Harbor serves as a Care Management Entity (CME) through OhioRISE, for children, youth, and their families in 11 counties, including Wood, Ottawa, Erie, Sandusky, Seneca, Wyandot, Hancock, Huron, Crawford, Marion, and Union. OhioRISE is Ohio's first ever integrated program to help children who have complex behavioral health and multi-system needs. OhioRISE (Resilience through Integrated Systems and Excellence) uses a system of care approach guided by the principals of a wraparound philosophy to provide care coordination.

Prevention programs that teach social-emotional life skills and age-appropriate alcohol, tobacco and drug education to reduce anxiety, addiction and violence are available to schools and community groups in Lucas County. Programs run 10-12 weeks and are taught to whole classrooms or other groups weekly for forty-five minutes to an hour.
