Program Overview
ADAPT (Drug Court Services Alcohol & Drug Addiction Partnership for Treatment) is a partnership between the Hamilton County Drug Court, the Central Community Health Board of Hamilton County, Talbert House and other community treatment providers. As the primary treatment providers for the Drug Court of Hamilton County, the ADAPT for Men/Women (Talbert House) and ADAPT Outpatient (CCHB) programs provide a substance use treatment continuum for non-violent felony drug offenders as an alternative to conviction and/or incarceration.
ADAPT treatment providers, the Hamilton County Drug Court, drug court probation officers, and attorneys work together closely to monitor and encourage the success of participants. Participants attend court hearings to discuss their progress with the judge, as reported by the treatment team and probation, at least monthly for the duration of the drug court program. Participants are typically eligible to successfully graduate from drug court after 12-18 months in the program, depending upon their individual needs and progress.
ADAPT Outpatient
CCHB ADAPT Outpatient is the primary provider of outpatient substance use treatment for Hamilton County Drug Court program participants. ADAPT Outpatient provides a continuum of outpatient substance use disorder treatment services including both intensive and non-intensive outpatient level of care. Available services include group, individual, conjoint, and family counseling, case management (including linkage to mental health, housing, and medical and dental services when needed), frequent random drug testing, vocational/educational assistance as needed, and linkage to community self-help recovery support groups.
The ADAPT Outpatient program utilizes trauma-informed, gender-specific, cognitive-behavioral substance use treatment approaches and curricula for all therapeutic services provided. These approaches and curricula are evidence-based, providing the services found to be most effective through years of research at helping clients remain sober long-term and lead healthy, pro-social lifestyles.
Intensive Outpatient Program (IOP)
Depending on their needs, individuals may be sentenced to complete the ADAPT Intensive Outpatient Program (IOP) after completing a residential substance use disorder program or they may be sentenced to the IOP program directly by the court, without first completing residential treatment.
The ADAPT Intensive Outpatient Program consists of three hours of group treatment, four days per week for an average of eight to sixteen weeks. In addition to groups, clients participate in individual counseling sessions with their primary counselor at least twice monthly. Family, couples, and conjoint counseling sessions are scheduled with the primary counselor as needed or requested by the client.
Clints' lengths of stay in this phase of treatment is determined by their needs and progress in the program. All participants receive a minimum of four weeks of intensive treatment during this phase. Treatment staff decisions to move clients from IOP to the continuing care phase of the program is based upon their needs and progress. Clients must complete treatment goals and objetives, have a record of clean urine screens, consistently participate in groups and individual counseling sessions, and verify 12-Step sober support meeting attendance and involvement with a sober support sponsor to be eligible for movement to a lower level of care in treatment.
Outpatient Program/Continuing Care (CC)
Clients are required to participate in continuing care groups from the time they complete IOP until they graduate successfully from drug court. Clients continue to attend individual counseling sessions at least once per month and sober support meetings at least 3 times per week. Typically, clients attend continuing care for six to twelve months after completing IOP. Initially, the frequency of group participation is for one hour twice per week (CC 2X).
As the client progresses in the program and achieves treatment goals and objectives for CC 2X, mandatory group attendance is reduced to one hour weekly (CC 1X). Depending upon their ongoing needs and progress in treatment, clients who are currently in continuing care once per week may be recommended for graduation from the drug court program by the treatment and probation teams. Final determinations about which clients are eligible for graduation are made by the drug court judge.
Self-Help Groups
Participation of clients in 12-Step sober support groups is a continuing requirement of the outpatient treatment program. Attendance logs of community NA, AA, or other recovery support group meetings are required of each client. A brief description of the meeting site, date and time is required. The establishment of an interpersonal support network of recovering individuals in the community is essential to the individual’s continuing recovery. Therefore, clients are expected to obtain a 12-Step support group sponsor who will participate in a conjoint session with themselves and their primary counselor prior to advancing to the continuing care phase of treatment.
